Early Literacy Success Initiative Grant (ELSI)

In 2023, the Oregon Legislature established early literacy as a top priority. In creating the Early Literacy Success Initiative, CPSD will utilize these state grant funds in the following areas:

  • Professional development and coaching in research-aligned literacy strategies for teachers and administrators in early elementary grades.

  • Extended learning programs that use research-aligned literacy strategies and that are made available to students in early elementary grades by licensed teachers or by qualified tutors.

  • The adoption and implementation of curricula that uses research aligned literacy strategies.

  • Literacy specialist, coaches, or interventionists to support all of the above.

Upon review of our Early Literacy Program, the following needs were identified:

  • Additional updated Language Arts curriculum

  • Additional updated Tier 2 literacy instructional materials

  • Additional tutoring opportunities during the school day

  • Additional opportunities for summer learning

  • Core reading professional development and the use of the MTSS Synergy Module to create student learning plans and monitor growth.

CPSD will further this work through the District ELSI Team through the 23-24 and 24-25 school years.
